PASS stands for Parent Access to Supplemental Supports. It’s a new Texas Education Agency program created under House Bill 2 that gives parents of eligible elementary students a $400 online account to spend on approved reading tutoring. The state funds it, you choose the tutor, and Tutoring Club of Friendswood is on the approved list.
Who qualifies right now: any student who scored Did Not Meet on the spring 2026 STAAR grade 3 reading test. If that’s your child, you should have received a letter or email from TEA with your access code. Starting in the 2027 to 2028 school year, the program expands to students in grades 1 through 3 who are flagged on the state’s early literacy screeners.
Why 3rd grade matters so much: through 3rd grade, kids are learning to read. From 4th grade on, they’re reading to learn, in science, in history, in the word problems on the math test. A reading gap that’s manageable at 8 years old becomes a problem in every subject by 10. PASS exists because the state’s own data says catching it now changes what happens later.
How to use your PASS funds with us: go to pass.tea.texas.gov, create a parent account, and apply for your student. Once your account is approved and funded, search the marketplace for Tutoring Club of Friendswood and select us as your provider. Then call us or fill out the form below and we’ll schedule your child’s free reading diagnostic. The $400 covers a real start on a reading program built around exactly where your child is, and we’ll walk you through the account side if you get stuck.
